Description: Access to affordable, reliable, sustainable and modern energy is the sine qua non of achieving all the Sustainable Development Goals (SDGs) due to its deep inter-linkages with all these goals. Energy is a driver of a country's socio-economic development. With this in mind, in its plans the Government of Mozambique prioritizes increasing access to electricity in rural areas.

In this context, the Belgian Government supports FUNAE (Fundo de Energia - Energy Fund) with the programme RERD2 (Renewable Energy for Rural Development Phase 2) developed by Enabel (the Belgian Development Agency, former BTC).

These Terms of Reference (ToRs) describe the scope of the consultancy services to improve the technical skills of FUNAE’s staff of the Division of solar and wind systems (DSSE) on the design of solar hybrid mini-grids and battery systems.

Description: The Malawi-Zambia Interconnector Project will involve constructing a 330/400 kV line from the newly constructed Nkhoma 400/132 kV Substation in Lilongwe in Malawi to the existing Chipata West 330/132 kV substation in Zambia. The total line distance is approximately 184 km out of which 40 km is in Zambia and 144 km is in Malawi. The 400/330kV transformation shall be at new Substation to be constructed at Border District of Mchinji in Malawi. The line route and preliminary design of the Line on the Malawi side was already demarcated and studied as part of the Malawi 400kV Transmission Backbone that was completed in 2018 with financing from the World Bank. Full Environmental and Social Impact Assessment (ESIA) for the line route on the Malawi side was also undertaken under the referenced study.

Description: A complete Feasibility Study for the Malawi–Zambia 330/400 kV Transmission Interconnector up to the Bankable stage and complete with Conceptual Design, Specifications, Environmental and Social Impact Assessment and Resettlement and Compensation Action Plan needs to be carried out. On the Malawi side, a full Feasibility Study and ESIA for the line from Nkhoma Substation to the border with Zambia in Mchinji has already been completed as part of the Malawi 400 kV Transmission Backbone Project and only an update of this Feasibility Study and ESIA will be required as part of the joint Feasibility Study and ESIA for the Interconnector. On the Zambian side, no previous work has been done and the Feasibility Studies.

Description: The assignment aims to conduct pre-feasibility studies and techno-economic analysis of RE-powered mini grid sites in selected 30 provincial and district cities. The assessment and conclusion will be the basis to identify upcoming priority WB investments and engage consultations with the Government of CAR (GoCAR) to discuss and agree on potential project design and components. The study will incorporate GIS planning and will recommend optimum technical solutions focusing on solar PV solutions with battery storage and minihydro solutions where possible. The consultant will then recommend appropriate business models for the sustainable operation of these mini-grids either by the utility ENERCA, community-based solutions or with private sector participation where feasible.

MCA Senegal II hereby invites duly established companies to submit a proposal for the provision of the above-mentioned services (“Proposals”). More information regarding such consultant services are provided in the Terms of reference.

This Request for proposals is open to all eligible entities (“Consultants”) that want to participate.  Subject to restrictions set forth in the RFP, Consultants can join other consultants to optimize their ability to successfully implement the contract.

A consultant will be selected through the QCBS (Quality and Cost-Based Selection) method, the evaluation procedure which is described in the RFP sections, in accordance with “MCC Program Procurement Guidelines”, which can be found on MCC Web site (www.mcc.gov/ppg). The selection process, as described, includes the review and assessment of the consultant qualifications and past performances, as well as a check of its references, before award of contract.

The registration of interested Consultants will enable them to be directly informed of potential additional information and/or updates of the RFP.

Proposals shall be submitted by mail to the address and in the manner indicated at IC 17.3 of the Specific Data of the RFP, not later than February 10th 2021 at 3 pm (Dakar/ Senegal time).
