Description: The World Bank Group under the Lighting Global Team is seeking to hire a firm to support the publication of a working paper that will provide in-depth technical advice and guidance regarding different ways in which public funding can be deployed to support uptake of off-grid solar. Based on case studies and key informant interviews with development professionals and public officials, it will identify the advantages, disadvantages, risks and opportunities involved in each approach. The paper will present, two broad categories of public funding mechanisms supply side and demand side. The main public funding mechanisms to be presented in the working paper are expected to include: tax exemptions, grants, RBF, concessional financing, credit guarantees, and various demand-side subsidies. The key deliverable will be critical inputs to the working paper itself., working closely with the Lighting Global team.

Description: The Government of the Gambia requested UNIDO’s support in the operationalization of the SE4All Action Agenda through promoting inclusive, environmentally-sound and low-carbon development. The project is funded by the Global Environment Facility and its objective is to demonstrate the use of energy efficient lighting and appliances as well as efficient cooking stoves. The dissemination of EE lighting and appliances will effectively contribute to national efforts in reducing the pressure on the electricity consumption and reduce greenhouse emissions. The replacement of inefficient lights and appliances with efficient devices will also minimize the need for emergency power generation capacity that is fossil fuel- based. Furthermore, the promotion of efficient cook stoves will effectively reduce the demand for firewood and charcoal therefore reducing the deforestation rate in the country. In this context, a Call for Proposal (RFP) is launched to recruit a consultant/consultant firm to undertake the assignment with the aim to design and establish a testing laboratory for EE lighting and appliances, more specifically for EE lighting, and conduct capacity building activities at TGSB. The tasks will be carried out under the guidance and supervision of UNIDO and in support of the Ministry of Petroleum and Energy.

Description: Access to electricity in Mauritania varies significantly across urban and rural areas: it is estimated that the number of households with access to electricity is estimated at 6 % in rural and semi urban areas, versus 77% in urban areas. This is the result of a very low coverage and even lower connection rate; in fact, in urban and semi urban areas for towns of more than 150 inhabitants, coverage is estimated to be 43 %, while connection rate is only 26%. The country also has a very disperse population living over a wide area, with a population density of approximately 5 inhabitants per km2.

Guided by the New Deal on Energy for Africa (NDEA), the AfDB has committed to facilitating efforts aimed at achieving universal access to energy by 2025, to supporting Africa’s transition to green growth pathways and to play a lead role in advising Regional Member Countries on adopting a more holistic approach to achieving sustainable energy systems that are cost effective, reliable, affordable, and appropriate from an environmental standpoint. Against this context, SEFA was converted into a Special Fund (SEFA 2.0) on the 31st October 2019 to further scale-up sustainable energy investments in Africa. The objectives of SEFA 2.0 include building capacity of local and regional actors (public and private), reducing risks and addressing commercial viability gaps to accelerate sustainable energy investments by the private sector in Africa.
