Description: In 2013, ECOWAS Authority of Heads of States and Governments adopted the ECOWAS Renewable Energy Policy (EREP), which aims to reach a share of renewable energy (excluding large hydro) in the region’s electricity mix of 10 % in 2020 and 19 % in 2030. Including medium and large hydro, the share would reach 35 % in 2020 and 48 % in 2030. These objectives translate into an EREP target for grid-connected Renewable Energy of 2425 MW of additional installed capacity of renewable electricity by 2020 and 7606 MW by 2030. Around 25% of the rural ECOWAS population will be served by renewable mini-grids and stand-alone systems by 2030. The West African Clean Energy Corridor (WACEC) initiative, launched by ECREEE in partnership with the International Renewable Energy Agency (IRENA), seeks to bolster the development of utility scale renewable power and its integration in West African power systems. The initiative builds on ongoing efforts by national and regional partners.

In this context, ECREEE with the support of USAID and GIZ launched a Request for Expression of Interest (REOI), seeking the services of a consultant firm for the Elaboration of the West African Clean Energy Corridor (WACEC) program and its institutional implementation framework.

The Study will identify and assess market opportunities along the entire value chain. Description: The purpose of the study is to collect impact data that is useful to both development funders and Off-grid solar firms operating in Malawi, Mozambique, Zambia and Zimbabwe. The study not only seeks to quantify and compare the socio-economic impacts arising from off-grid solar in these countries but understand consumer profiles, how customers perceive their products and what challenges they face when accessing, paying or using them.

The assignment consists of four objectives:

  1. Gain a deeper understanding of the welfare impacts of AECF’s partner investees’ off-grid solar products on low-income consumers in Southern Africa. More specifically, impacts on health, education, safety, financial inclusion, productive use and other quality of life improvements. Other metrics on income levels, gender, location (rural vs. urban) and disability profiles will be expected. Furthermore, AECF would also like to understand the impacts that COVID-19 has had on off-grid solar consumers, and to what extent this has affected their livelihoods and ability to access off-grid solar.
  2. Provide individually packaged insights to up to four Off-grid solar firms working in target countries, highlighting their performance to customer experience, operations and impact. These should include insights on customer satisfaction, ability to pay, challenges experienced, barriers to access (for non-users), value for money and environmental impact.
  3. Compare and benchmark impact performance between each Southern African target country in the study. Through third party data and existing information, compare and benchmark performance in Southern Africa with the East and West African regions.
  4. Disseminate aggregate findings of this research to complement the current body of evidence on the impact of Off-grid solar in Eastern and Western Africa.

Description: The GEF Project (ID 5331) entitled “Promoting investments in small to medium scale renewable energy technologies in the electricity sector of Guinea-Bissau” is executed by the United Nations Industrial Development Organization (UNIDO) in close partnership with the Ministry National Resources and Energy of Guinea Bissau, the ECOWAS Centre for Renewable Energy and Energy Efficiency (ECREEE) and the Small Island Sustainable Energy and Climate Resilience Organization (SIDS DOCK). Through combined interventions in the areas of technology demonstration, policy advisory, knowledge management and capacity development, the project aims at the creation of an enabling environment for renewable energy investments. The project foresees the development and installation of a set of renewable energy projects with a total electric capacity of 2.5 MW. Besides other technologies, particular emphasis has been given to innovative medium-scale PV mini-grid hybrid systems for rural electrification and productive uses. Guinea Bissau is a country with a population of less than 2 million and a high potential of solar mini-grids to improve energy access, given that the electricity access rate is as low as 27% in a national level. There are already various PV/hybrid mini-grids installed and operating, owned and operated by the government, community-based associations or the private sector, including the projects in Bambadinca and Bissorã communities.

In this context, a Call for Proposal (RFP) is launched to recruit a consultant/consultant firm to perform specific activities that will ensure the sustainability of both mini-grid projects.

Description: Energy Development Corporation Limited (EDCL) is subsidiary of Rwanda Energy Group (REG) that is governed by the Law relating to companies with core mission of energy projects development across the country.

The Project subject to the current consultancy is named RWANDA ELECTROGAZ CFL Distribution Project registered under CDM Nr 3404 in 2010. It was launched in July 2006 and the lamps were distributed from July 2007 to 2014. It was transferred to EDCL from REG Headquarter in October 2015.

The objective of the project was to disseminate countrywide eight hundred thousand Compact Fluorescent lamps ending up in reducing the electricity consumption from the households, reducing the demand of almost 46MW, while reducing carbon emission reduction of almost 156000TCO2 over 10 years.

The key project partner was the World Bank that offered to collaborate with the MININFRA and REG (former ELECTROGAZ) in project preparation and implementation, developing and implementing the related low carbon project and purchasing the carbon emission reduction. At this end, the Emission Reduction Purchase Agreement (ERPA) was signed on 3rd July 2009 between ELECTROGAZ (Current REG) and the World Bank, defining the crediting period for ten years from May 2010 to 31st December 2020.

The low carbon project implementation under the ERPA stated above was scheduled to cover the period 2010 - 2015 under three following monitoring periods:

  1. First Monitoring period from May 30th, 2010 to May 31st, 2012
  2. Second Monitoring period from August 1st, 2012 to March 31st, 2014
  3. Third Monitoring period from April 1st ,2014 to Dec 31st, 2015

The present Request for Expression of Interest aims at finding a consulting firm that may verify and sell the remaining Carbon Credits under an “Investment Free Model”, meaning that, no expense from EDCL prior to project verification and CERs issuance & selling.
