Description: In the ECOWAS Region, most countries face the challenges of municipal waste collection and disposal. While the municipalities continue facing the challenges of waste management, the urban populations however continue to grow by the day and thereby compounding the existing problems.

The challenges of municipal waste management is characterized by the lack of adequate and sustainable infrastructural services, especially in the new and ever expanding settlements. One of the services that is severely hampering the development of these expanding settlements is the unavailability of adequate energy services. This therefore results in inadequate energy services and hence rationing of the available resource through frequent power outages. Other infrastructural services such as roads, water and telecommunication services are equally hampered by the expanding urban populations. The expanding urban populations contribute to the current waste management problems as well. The municipalities, who have the ardent task of keeping the cities clean, face numerous challenges in the collection, transportation and disposal of the waste, that is either incinerated in open dumpsites (and often indiscriminately) or left in the open without any proper management system.

To address these problems, ECREEE wants to explore various waste management options that could generate energy from the ‘waste’.

In this context, ECREEE intends to select a maximum of 6 WTE projects from municipal waste from cities in ECOWAS member states to carry out pre-feasibility studies.

Description: The Government of Togo – through the Togolese Agency for Rural Electrification and Renewable Energy (Agence Togolaise d’Electrification Rurale et des Energies Renouvelables – AT2ER) – has issued a Request for Pre-Qualification (RFQ) for the design, financing, construction and operation of two grid-connected solar PV plants on an IPP basis with a total installed capacity of 60 to 80 MWac.

The two plants will be located near Awandjélo in the Kara region and near Sokodé in the Central region.

Description: The Ministry of Natural Resources, Energy and Mining would like to inform the general public that continuing with Government determination to find a lasting solution for the power deficiency in the country, it is in the process of developing Mpatamanga Hydropower Project which will be located on the Shire River at Mpatamanga Gorge. This follows a successful feasibility study which the Ministry undertook with funding from the World Bank under the Energy Sector Support Project (ESSP) between 2016 and 2018 

Due to capital requirements for the Project, Cabinet approved that the Project should be implemented through a Public Private Partnership (PPP) arrangement. Government engaged the International Finance Corporation (IFC), a private sector arm of the World Bank to co-develop the project and a Joint Development Agreement was signed between the Government and IFC to this effect. In order to raise more of the required capital, Government together with IFC are planning to identify a Strategic Sponsor for the development, financing, construction, operation and maintenance of the Project. The Strategic Sponsor will be selected through a competitive tender process. 

The Public Private Partnership Commission (PPPC), a key stakeholder and member to a Govemment established Taskforce for the Mpatamanga Hydropower Plant Project successfully conducted a PPP feasibility study which was approved by the Government, through the Ministry of Finance, Economic Planning and Development, thereby allowing PPPC to publicise and call for Requests for Proposals (RFPs) to procure the Strategic Sponsor. 

It is against this background that the PPPC in conjunction with the Ministry of Natural Resources, Energy and Mining has planned to launch the RFP for the selection of a Strategic Sponsor for the development, financing, construction, operation and maintenance of Mpatamanga Hydro Power Plant. The launch will be held at Mount Soche Hotel in Blantyre, on 13th December, 2019 starting at 9:00am. The launch will be presided over by Honourable Bintory Kutsaira, M.P., Minister of Natural Resources, Energy and Mining. 

Subsequently, the PPPC will hold a pre-bidder's conference at the same Mount Soche Hotel, Blantyre in February, 2020 where the project and RFP will be presented directly to prospective bidders and they will be accorded the opportunity to ask questions and visit the project site. 

The Mpatamanga Hydropower Project is a flagship project for the Government and represents the first hydro power project competitively tendered in Malawi. Additionally, it represents one of the largest hydropower investment opportunities currently in the market worldwide. The Government's interest in this investment will be represented by the state owned Electricity Generation Company (EGENCO). ! 

The PPPC in conjunction with the Ministry of Natural Resources, Energy and Mining therefore invites you to this launch of the RFP and your participation will be highly appreciated.
