Description: In 2014, the global energy sector continued to face a number of challenges that affected the sustainable supply of energy products and services. In the petroleum sub-sector, political despondence in parts of the oil rich Middle East, which is the major source of low-cost crude oil, continued to affect the global energy security of supply. Further, the conflict between Russia and Ukraine raised concerns about gas security in Europe (International Energy Agency, 2014). In the electricity sub-sector, electricity remained scarce and inaccessible to a large segment of the global population especially in Sub-Saharan Africa.

Description: Economic growth is synonymous with energy access and the ability of a country to meet its wider social development objectives is largely affected by access to reliable energy. Zambia currently has been experiencing power deficits due to energy demand, which has outweighed supply. The development of new power projects in the country has been hampered by low electricity tariffs as well as the absence of a defined feed-intariff mechanism to promote renewable energy technologies (RET’s).

It is particularly critical in developing countries as the implications to reduced poverty are significant. Numerous studies on the correlation of access to reliable energy and The Human Development Index (HDI), demonstrate that access to reliable energy has positive effects on human development. This is predominantly applicable in rural clinics and schools, especially as energy affects access to clean water and sanitation. Furthermore, the ability of a country to meet its wider development objectives is largely affected by access to reliable energy. Economic growth is synonymous with energy access.

Description: Zambia agreed to be part of the Renewable Readiness Assessment (RRA) roll-out project supported by the International Renewable Energy Agency (IRENA) to enhance deployment of renewable energy in Africa and globally. The RRA consultations have given Zambia the chance to more carefully consider how to exploit its extensive renewable energy resources. This will require technical, policy, regulatory and capacity readiness with specific regard to developing renewables.

This reform has included the Power Sector especially after government promulgated the National Energy Policy in 1994.
