Description: The overarching goal of the project is to contribute to the Congolese Government’s goal of increasing the rate of rural electrification (the 2006 policy goal was to increase it from 5% to 50% by 2015 but that target will not be achieved) and also to avoid emissions of greenhouse gases by improving the enabling environment of small hydro (SHP) mini-grid projects.

Though having abundance of natural resources, notably oil and iron ore, Congo has achieved limited progress in poverty alleviation, and remains vulnerable to external shocks. Weak governance and business conditions are significant constraints to private sector development and growth inclusiveness.

Description: One country with very poor energy access is Republic of Congo (Brazzaville), a small central African state where 70% of the population live under the poverty line, despite the country’s oil wealth. Congo, besides being sub-Saharan Africa’s fifth largest oil producer, is also rich in the biodiversity of its forests, which cover two thirds of the country. The Congo Basin forest is both a key resource for local people and a giant carbon sink that plays an increasingly vital role in protecting our climate.
